UN committee condemns Israel’s actions as “consistent with characteristics of genocide,” calls for Israeli officials to be held accountable
A report by a United Nations (UN) special committee stated that Israel’s “policies and practices” are “consistent with the characteristics of genocide,” with committee members calling for immediate steps to be taken to protect civilian lives.
The committee, which was made up of representatives from Malaysia, Senegal and Sri Lanka, said that Israel is committing several violations of international law, and not just in Gaza. Countless civilians “have been indiscriminately and disproportionally killed en masse in Gaza,” the paper stated. It added that in the occupied West Bank, both military and security personnel have “continued to violate human rights and humanitarian law with impunity.”
The committee also said the Israeli government and military officials must be held accountable, including for their use of dehumanizing language and inciting violence upon their victims.
The UN also charged Israel with “discriminatory” legislation and measures that maintain a near-complete separation of Palestinians from Israeli settlers, which is in breach of Article 3 on racial segregation and apartheid under the International Convention on the Elimination of All Forms of Racial Discrimination.
Israel’s violations of UN Security Council resolutions and orders of the International Court of Justice (ICJ) are “weakening” the international rules-based order, added the committee. (Related: WAR CRIMES: UN report accuses Israel of destroying Gaza’s healthcare system.)
The report recommended that UN member states exercise their leverage to stop Israel from practices and policies that violate Palestinian human rights and called for the halt of all offensive arms transfers and to hold Israelis accountable.
Lastly, the report recommended a thorough review of financial policies that allow religious and charitable organizations to fund activities in Israel.
South Africa has filed a case at the ICJ, accusing Israel of committing genocide
The report was submitted at the same time international legal actions are being pursued against Israel.
As a result of the October 2023 attack, South Africa filed a case at the ICJ accusing Israel of committing genocide. This case marks the second instance wherein a state has tried to bring another to court under the Genocide Convention, following the Gambia’s case against Myanmar in 2019, which accused the latter of genocide against the Rohingya population.
Israel has recently acted to sever ties with the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), the primary provider of humanitarian aid to Palestinians in Gaza and the West Bank. Its lawmakers alleged Hamas infiltration within UNRWA as the reason for this decision, which spurred worries from UN officials that the move could hinder the already troubled relief efforts.
The report also called for international bodies to increase support for UNRWA, both politically and financially, as the agency struggles amid growing challenges in sending vital services to the affected Palestinian population.
“Since the escalation of the conflict, Israeli officials have publicly supported policies depriving civilians of food, water and fuel, indicating their intent to instrumentalize the provision of basic necessities,” concluded the report.
The UN’s findings are corroborated by the investigation by the ICJ. In response, the ICJ has ordered Israel to take interim steps to prevent genocide, ensure that prompt humanitarian aid reaches Gaza and preserve evidence of potential genocide.
