During a Juneteenth concert on the South Lawn of the White House on Monday, President Biden appeared to freeze up for nearly a minute while the people around him — actor Billy Porter, U.S. Second Gentleman Doug Emhoff, Vice President Kamala Harris — were dancing and clapping.
